உயிர்த்த ஞாயிறு தொடர்பான கர்தினால் மல்கம் ரஞ்சித்தின் குற்றச்சாட்டுகளை முற்றாக நிராகரித்துள்ள முன்னாள் ஜனாதிபதி கோட்டாபய ராஜபக்ச பயங்கரவாத தாக்குதலில் ஈடுபட்டஇரு தரப்புகள் குறித்த உண்மைகளை கர்தினால் மறைக்கின்றார் அல்லது வெளிப்படையாக தவிர்க்கின்றார் என குறிப்பிட்டுள்ளார்.
உயிர்த்த ஞாயிறு தாக்குதல் குறித்த ஜனாதிபதி ஆணைக்குழு என்னிடம் கையளிக்கப்பட்ட மறுநாள் நான் கர்தினால்மல்கம் ரஞ்சித்தைதொடர்புகொண்டேன் என கர்தினால் தெரிவித்துள்ளார் ஆனால் நான் அந்தஅறிக்கைசமர்ப்பிக்கப்பட்ட பின்னர் நான் கர்தினாலை தொலைபேசி மூலம் தொடர்புகொள்ளவேயில்லை என கோட்டாபய தெரிவித்துள்ளார்.
முஸ்லீம் சமூகத்தினர் எனக்கு வாக்களிக்கவில்லை என்னை ஆதரிக்கவில்லை என்பது நன்கு தெரிந்த விடயம் இதன் காரணமாக உயிர்த்த ஞாயிறு தாக்குதல் தொடர்பில் தடைசெய்யப்படவேண்டிய எந்த அமைப்பிலும் நான் ஏன் ஆதரவாளர்களை வைத்திருக்கவேண்டும் எனவும் முன்னாள் ஜனாதிபதி தெரிவித்துள்ளார்.
2021 ம் ஆண்டு பெப்ரவரிமுதலாம் திகதி ஜனாதிபதி ஆணைக்குழுவின் அறிக்கை என்னிடம் கையளிக்கப்பட்டது நான் அதனை ஆராய்ந்த பின்னர் சட்டமாஅதிபரிடம் பாரப்படுத்தினேன் 2021 பெப்ரவரி 23ம் திகதி அது நாடாளுமன்ற சபாநாயகரிடம் கையளிக்கப்பட்டது மார்ச் முதலாம் திகதி அதன் பிரதிகள் பௌத்த கர்தினால் மற்றும் கத்தோலிக்க ஆயர்களிற்கு கையளிக்கப்பட்டது எனவும் கோட்டாபய தெரிவித்துள்ளார்.
ஜனாதிபதி விசாரணை ஆணைக்குழு அறிக்கையை சமர்ப்பித்ததும் ஆணைக்குழுவின் அறிக்கையில் தெரிவிக்கப்பட்டுள்ள விடயங்களை நடைமுறைப்படுத்துவதற்காக நான் ஆறுபேர் கொண்ட அமைச்சரவை உபகுழுவை நியமித்தேன் எனவும் அவர் தெரிவித்துள்ளார்.
பொலிஸ்மா அதிபரின் பரிந்துரையின் கீழ் சிஐடியின் அப்போதைய இயக்குநர் 2019 நவம்பர் மாதம் பொலிஸ் ஆணைக்குழுவால்பதவிமாற்றம்செய்யப்பட்டார் இந்த பொலிஸ் ஆணைக்குழு 19வது திருத்தத்தின் கீழ் முன்னைய அரசாங்கத்தினால் நியமிக்கப்பட்டது என தெரிவித்துள்ள கோட்டபாய ராஜபக்ச உயர்நீதிமன்ற வழக்கு தொடர்பில் நீதிபதிகளை செல்வாக்கிற்கு உட்படுத்துவது தொடர்பில் ரஞ்சன்ராமநாயக்கவுடன் மேற்கொண்டதொலைபேசிஉரையாடல்களை கசிந்தமை தொடர்பிலான விசாரணைகள் தொடர்பில் பொலிஸ் ஆணைக்குழு இந்த சிஐடி அதிகாரியை சில வாரங்களின் பின்னர் பணியிலிருந்து இடைநிறுத்தியது எனவும் கோட்டாபய ராஜபக்ச தெரிவித்துள்ளார்.
இதற்கு சில மாதங்களின் பின்னர் முன்னாள் பொலிஸ் அதிகாரியொருவருக்கு எதிரானகுற்றவியல் சம்பவமொன்று தொடர்பில் பொய்யான ஆதாரங்களை உருவாக்கியமை தொடர்பிலான விசாரையின் பின்னர் இந்த சிஐடி அதிகாரி நீதிமன்றகாவலில்வைக்கப்பட்டார் என தெரிவித்துள்ள கோட்டாபய ராஜபக்ச உயிர்த்த ஞாயிறு தாக்குதல் தொடர்பான விசாரணைகளை சீர்குலைப்பதற்காக இந்த அதிகாரியை நானே பதவி நீக்கம்செய்தேன் என தெரிவிக்கப்படுவதை மறுத்துள்ளார்.
இந்த குறிப்பிட்ட சிஐடி அதிகாரி2017 இல் அந்த பதவிக்கு நியமிக்கப்பட்டார் உயிர்த்த ஞாயிறுதாக்குதல் இடம்பெற்று பல மாதங்களின் பின்னரும் தொடர்ந்து பதவியிலிருந்தார் என குறிப்பிட்டுள்ள கோட்டபாய உயிர்த்த ஞாயிறு தாக்குதலிற்கு முந்தைய காலப்பகுதியில் வவுணதீவு விவகாரம் தொடர்பில் சிஐடியினரே விசாரணைகளை மேற்கொண்டனர் மாவனெல்லயில் புத்தர் சிலைகள் சேதமாக்கப்பட்டமை வனாவில்லில் வெடிபொருட்கள் கண்டுபிடிக்கப்பட்டமை தொடர்பிலும் சிஐடியினரே விசாரணைகளை மேற்கொண்டனர் எனவும் குறிப்பிட்டுள்ளார்.
இந்த சம்பவத்துடன் உயிர்த்த ஞாயிறு தாக்குதலில் ஈடுபட்ட குழுவினரும் நபர்களுமே தொடர்புபட்டிருந்தனர் எனவும் அவர் தெரிவித்துள்ளார்.
சட்ட அமுலாக்கல் தரப்பினர் மேலும் எச்சரிக்கையுடன்இருந்திருந்தால் உயிர்த்த ஞாயிறுதாக்குதலிற்கு முன்னரே ஜஹ்ரான் குழுவினரை கைதுசெய்திருக்கலாம் ஜனாதிபதி ஆணைக்குழு தெரிவித்துள்ளது என குறிப்பிட்டுள்ள கோட்டாபய ராஜபக்ச இந்த தாக்குதலை தடுக்க தவறியது சிஐடியின் இயக்குநரின் தவறே எனவும் குறிப்பிட்டுள்ளார்.
உயிர்த்த ஞாயிறு தாக்குதலில் ஈடுபட்டவர்களை நீதியின் முன் நிறுத்தவில்லை என கர்தினால்தனது உரையில் குற்றம்சாட்டியுள்ளார் எனினும் குற்றவாளிகளை அரசியல்வாதிகளால் நீதியின் முன் நிறுத்தமுடியாது பொலிஸாரினாலேயே அதனை செய்ய முடியும் என குறிப்பிட்டுள்ள கோட்டாபய ராஜபக்ச சட்டமா அதிபர் திணைக்களமும் நீதிகட்டமைப்பும் இணைந்து இதனைமுன்னெடுக்கவேண்டும் எனவும் தெரிவித்துள்ளார்.
உயிர்த்த ஞாயிறு தாக்குதலை இஸ்லாமிய தீவிரவாதிகளே முன்னெடுத்தனர் புலனாய்வு விசாரணைகளில் மிக முக்கிய அமை;பப்பான சிஐடி இந்த தாக்குதலிற்கு பல மாதங்கள்முன்னராகவே இந்த தாக்குதலை மேற்கொண்ட நபர்கள் மற்றும் அமைப்பு குறித்து விசாரணைகளை மேற்கொண்டிருந்தது.ஆனால் அவர்கள் தாக்குதலை மேற்கொள்வதற்கு முன்னர் அவர்களை கண்டுபிடிக்க தவறிவிட்டது எனவும் கோட்டபய ராஜபக்ச தெரிவித்துள்ளார்.

Related to the allegations made against me by His Great Malcolm Cardinal Ranjith Thero
His His Holiness Malcolm Cardinal Ranjith Thero has been charged against me in a celebration of five years since the Easter Sunday attack.
• The day after I received the Presidential Investigation Commission report on the Easter Sunday attack, if I call the Cardinal Thero on the phone and went to implement the recommendations mentioned in the report, it would be difficult to implement the people who supported me, and even ban their organizations. I was informed to him.
• That I delayed giving a copy of the first volume of the Presidential Commission report to Mr. Cardinal, and the remaining volume was not given to him.
• I appointed a cabinet approach of six ministers to select and execute only a few of the recommendations made by various committees and commissions that were appointed to investigate the Easter Sunday attack.
• Gave transfers to officers of the criminal investigation department who investigated the Easter Sunday attack, and I even worked to imprison one advanced CID officer for disrupting the investigation.
As soon as I received the Presidential Commission report on the Easter Sunday attack, I called the Cardinal on the phone and said it was difficult to implement the Presidential Commission recommendations because I had to arrest dear ones and ban their organizations. I have been declaring this.
Anyone knows that the Muslim community didn’t vote for me and they didn’t support my candidacy during the presidential election. So I can’t have dear people at all in any organization that should be banned due to an attack on Easter Sunday.
The Presidential Commission’s report on Easter Sunday attack was handed over to me on February 1, 2021. It was studied by me and referred to the Attorney General and presented the report to the Speaker of the Parliament on 23rd February 2021. We worked to hand over its copies to the Most Reverend High Leader, the Cardinal and the Catholic Masters by March 1, 2021. So I don’t accept the allegation of delaying handing over the relevant report to the Cardinal.
After I received the Presidential Investigation Commission’s report on the Easter Sunday attack, it was a six-person cabinet cabinet approval to list according to priority the implementation of the mentioned recommendations of the Parliamentary Selection Committee report, and to distribute those works to relevant government departments and institutions. I have been appointed. According to public administration procedures, government departments and institutions cannot be implemented without such advice from the cabinet.
The Director of Criminal Investigation Department sent by the Police Commission on the recommendations of the IP in November 2019. The National Police Commission appointed by the previous government at that time under the 19th Amendment. Just weeks later, the police officer worked to ban his work after an investigation with Deputy Minister Ranjan Ramanayake, who was influencing the judges in a case conducted in the High Court. Months later, the court sent the officer to reserve prison after an investigation into an allegation raised over the submission of evidence in connection with a criminal case against a former Deputy IP. So, I reject the allegation the Cardinal made me of giving transfer to the director of the criminal investigation department, and even appointed remand to disrupt the Easter Sunday investigation.
The relevant CID director was appointed in the same position in 2017 and continued to serve the position for more than seven months after the Easter Sunday attack. Investigation into the Vavnathiv murders committed by individuals and groups involved in the attack within months before the Easter Sunday attack, damage to Buddha statues in Mawanella and storage of explosives in the forest was held under the director. The Presidential Commission has also stated very clearly that if law enforcement officials were more vigilant, including Saharan could have been arrested before the Easter Sunday attack. The inability to avoid that attack is a failure of the criminal investigation department under the relevant director.
The Cardinal accused me in the above mentioned speech that I failed to come to the law in the Easter Sunday attack. However, criminals are coming to the law meet, not politicians but the police, the department of law and the court system working together. The process is currently underway and media has currently begun legal enforcement against 93 people in connection with the Easter Sunday attack.
The Easter Sunday attack was committed by a group of Islamic extremists. CIDI, the highest investigation unit of the government, was investigating for months before Easter Sunday 2019 into the activities of individuals and groups who committed those bombings, but they failed to arrest the terrorists relevant before the attack. The responsibility of both these parties is either to ignore or to release them publicly, while the His Excellency Malcolm Cardinal Ranjith Thero is constantly accusing me of the Easter Sunday attack, the public should be carefully observed.
